Well, I'm not an "evolutionist," but whatever!
No I don't think absolutely everything is a learned behavior. Sex, for instance. It's been going on for quite a while, and even if no one told us about it, I'm pretty sure two people, left to their own devices, would figure it out.
Whether they'd be any good is another matter....so I would say sex is not a learned behavior, but GOOD sex is!

No some behavior is instinctual. It is learned through Evolution because certain behaviors make you more likely to survive. So your brain starts out wired that way.

Not clear what you're asking. All organisms learn something about how to adapt to their environment. But if you're asking if learned characteristics are heritable traits, which conforms to the Lamarckian model of evolution, then no.
