You're right that this shouldn't be allowed for the reason you give. People sometimes forget and need to be reminded. I've done it myself and meant no harm. Of course, if it's truly done out of stubbornness or lack of respect, then someone in authority needs to speak to the person, insist that they obey the rules, and ban them from the sanctuary if they won't comply.
