Why is Atlantic City a livable city? Why or why not?

It's liveable, as far as I know. I don't think it's particularely ritzy, but I could think of WAY worse places to live.

the FAA has a big installation there, the technical center.
lots of middle and upper middle people live there.
no problems.

It's not, once you get off the boardwalk it's a dump and ghetto
