a manufacturer export means i stick to exporting the goods made by me whereas a merchant exporter caters to the reverse demand of fulfilling his customers' needs by offering goods and services available in his country or in third country. the first cat. exporter's profits could be much more while the 2nd cat. survives on markups on prices to his customers.
