If you're already here, and illegal, your chances to receive the visa lottery are very low, as you will be looked upon as a criminal, here. Your chances increase if you are in your native country. You must have a place prepared to live, and a job, and even if you already have these things here in America, because you are here illegally, your best chance is deportation, for having broken the law, and more likely than not, you will be arrested.

You cannot apply for the lottery from the USA. you must leave, return to your home country and apply from there. The chance of winning a visa in the DV lottery depends on the number of applicants from each country and the number of slots available. It is purely a lottery, but even if you win, you can be turned down if your application would not have been accepted by another route. In other words, being in the USA illegally (trust me, the USCIS will know this if you leave and apply from abroad) may well result in you being denied a visa, even if you win a place in the lottery.

In short, you should consult an immigration attorney and try to regularize your status. That will not be easy but it can be done.

I hope they do not allow criminals, such as yourself, an entry. The US has enough problems with our own criminal's, why let them immigrate when there are plenty of honest people available?
