You should be able to find them at any local craft store. Here is a little quote you could tie on them with the ribbon so the guests know what to do with them.
Wedding bells
bring good wishes.
Ring them with love
for the new Mr. and Mrs.!

The only time I have heard of ringing bells at a wedding was to get the couple to kiss. But if that is what you want try a couple of dollar stores in your area, I have brought wedding bells there before. Also try craft stores like Michael's. They have a wedding section and bells. Have you ever thought about rose petals? You can get them from a florist usually at a reasonable price.

I've seen these at a friends wedding. Be warned, they don't ring! They do make a little clicky noise, but it's really, really unimpressive outside of the church. And if you're thinking of using them instead of the glass-clinking at the reception to get you to kiss, no one will hear the bell ringing.
But if you really want them, you can get them on Ebay and Oriental Trading Company.

Yes I have. You can purchase them at any bridal rental, arts and craft or party store. I would go online to find a store nearest your location.
I have also seen bubbles blown as well. You can purchase at the same store.

Have your guests throw marshmallows. I went to a wedding where a couple had that instead of birdseed/rice and it was hilarious. Plus it's much easier to clean up.

You might try someplace like Oriental Trading Company. My niece got a bunch of silk flower petals and they threw them, bird seed is also ok to toss.

Bubbles is the cheapest way to go and they really aren't sticky like you think that they are.

my best friend and i are making 'kissing wands' for our reception instead of people clinking glasses...they are SO easy to make and i am sure you could do the same for 'ringing' in the new couple.
Ribbon and mini bells are cheap...we are attaching them to doweling and decorating them...its cheap, crafty and clever!!
