I suppose, if that's how you want to spend your day ... counting how many times you chew something.
Whether it does or doesn't is immaterial. People are not overweight from eating too much celery, or any vegetable.
On the Kimkins.com diet veggies are an important source of carbs but are limited. People ask why. It's not the calories in the veggies that cause weight loss problems ... it's the hundreds of calories in the salad dressing or butter on top of the veggies.

maybe and let me tell you why.. fiber absorbs fat and carries it out of the body.. celery has alot of fiber, so when it is eaten with some fats it will help to direct them out of the body.. but eating it by itself ,I don't think it wioll have the same affect. but eat all you want without toppings, it is good for you
