What you need to do first is contact your local police, dog shelters, pet stores, and vets. They would be the first people notified if someone has lost their dog. Someone could be very heartbroken right now, so please look into that first.
Bring the dog to the vet. If it has a microchip it can be traced back to the owner.
Your dog will not have a pedigree. If it is microchipped by a breeder or owner and they want to surrender the dog and you want it, for example, and they have papers on the dog then that is the only way you will be able to get them. If the microchip traces the dog to his breeder, then you would need to contact the breeder to see who bought the dog, then contact them, etc.
If there is no chip and no owner to be found, you can consider your dog to have no pedigree. It may be a purebred, but there is no way to prove that and no legitimate kennel club will give you registration without proof of lineage. So if you ended up with this dog you will just have a nice dog and most likely a mixed breed. Even vets can't identify all dogs or breeds. Some vets have never had contact with certain breeds.

Yes a vet probably can tell you, but put up flyer's and such. Find the dog his real home. Our cow dog mix is our only mix but everyone things he is purebred Boarder Collie. He is not...All the other dogs are purebreds, we have pedigree's to two of the 4 dogs we have. . This of course does not matter to us and every one is fixed but the puppy and she will be as soon as she is old enough.
Again do the right thing and find the owners of the dog. If they do not want there dog and give the dog to you (or sell it to you), there might be paperwork with the pooch? Only thing pedigree's are good for is showing and breeding and someone should never breed a found dog...

Well, shelters and vets do have microchip scanners and you should try to get the dog scanned as part of a attempt to find its rightful owners. If the dog is microchipped it will only give you name, address, phone of owners, not breed or registration info.
Most vets and even experienced dog people can recognize a purebred dog. A Basset Hound or Dachshund, for example, is pretty easy to recognize. A longer coated dog that is matted and poorly groomed might be tougher.
At any rate, without the registration papers you will never be able to prove the dog's purebred status so you could never show the dog or register puppies from breeding the dog.
Post adds and flyers, call local vets and shelters and do what you can to find the dog's owner.

The first thing you should be concerned about is finding the owner of the dog. I'm sure he is missed very much. The only reason you should be worried about what type of breed the dog is so you can place a found dog ad in the paper. I hope you are not asking this question for personal gain..

I hope it is because you want to put a nice ad it the paper? Yes a vet can tell you the breed if it is pedigree but, only a good guess if it is a mutt.

Vets can only guess. No one can know for sure. And there is NO DNA test to prove breed!!!!!!!!!!!!!!!!!!!!!!!! You can prove parentage, but for that, you would need a swab from the PARENTS!!!!!!!!!! Assume that you have a mix. It may be purebred, but you can never say for sure.

Maybe if the dog has a microchip.
I'm curious as to why it matters to you. Would you keep the dog if it is? Regardless of the dog's status, you need to try your hardest to find the rightful owner.

YES! Vets are pretty good about telling you about your animal. There are also DNA tests that can be done on a dog or cat to tell you if it purebred.(it might be expensive though)
