Go to www.excite.com and go to "white pages". Then you will see "reverse phone lookup". When you put in the phone number, it will search the phone records to find the person. It won't work however if the person is unlisted.

If the number is published without restrictions you can find the person the number is assigned at any reverse lookup sites.
