The reason some people use an 80A filter is to correct for the yellowish color from tungsten lights (light bulbs). If you use it, you will loose 1 1/2 stops of light. I recommend you just shoot with fast (ISO 800) daylight film and a tripod and bracket your exposures. This way you won't mess up the colors of the neon and fluorescent lights, either.

An 80B or 80C will probably do better. (the "a,b,c" is just the strength of the filter)
Probably more important is the metering of the shot! Start by metering the area below the lights and bracket your exposures. Pick the best exposure and save the info for next time.
Find a good photolab to print your pictures and ask the guys to keep an eye on the brightness and color balance for you. Good luck!

No but it just depends on the lens settingsand the light available at a city or building if both r satisfying thn u no need and if not pls go 4 it.
