Copy a favourite picture maybe?....... Divide the picture into a grid of say 3 x 4 squares, and devide your canvas (or whatever) into same, and use this as a guide to copy first the basic details, then the more detailed bits!

If you're just starting out, I'm sure your parnet will be happy and impressed!

I'm a little dismayed by the lack of ambition suggested by the answers above.
I say go for it. why paint a little picture when you can creat an amazing installational painterly enivironment in your house a la michaelangelo or Lord Thingy of Bath who is on telly occasionally. pick maybe one room, i'd go for the bedroom as its for your partner, and create an erotically charged homage to beauty and desire. so what if you cant paint, neither could van gogh and it never did him any harm (clearly he was a bit frustrated by his own inability hence all the moods and self mutilation, but thats just the nature of tortured genius) your enthusiasm will transcend your abillity, people will be too in awe of the sheer scale and vision you have conjured up to worry whether the hands are looking right or the face is all in proportion.
in terms of media i'd say leap in at the deep end with poster paint, splash it on, dont be intimidated by its rich history, just get stuck in.

failing that, i'd suggest paint some flowers, always nice and have an excellant art historical pedigree. can't go wrong

Has your partner ever looked at anything else you've painted, and commented that they like it or that it's interesting? If so, do something along that line. If not, maybe you should save the painting for a future time when you are more experienced and just buy a special gift for your friend.

Well what is your partner interested in. If he/she likes cats/dogs etc maybe something like that or if it is cars a car. If you have been to a particular place that you both love you could get a photo out of that and paint that. That would be quite romantic

Paint that which interests your partner...workouts, countryside or cityscape, marine or pastoral scene, automobiles, bar room...think what the interest is, then arrange a pleasing composition using colors your partner likes.

Keep it simple. Try a silhouette of your partner's head in profile, for example.
