Your system probably has the IP address hard coded in it. You'll need to contact your ISP help desk and get them to help you.
Basically you'll need to enable DHCP. If it's already enabled, bring up a command prompt and run ipconfig /renew-all or ipconfig /renew. That will clear your DHCP address and request a new one.
Talking to your ISP help desk is probably the easiest way to fix this though.

Check if this is really a genuine error message. If the window says something about "Messenger Service" in the title, and you are asked to go to a website, then update your Windows. You have not installed Service Pack 2 and are vulnerable to hacker attacks.
I urgently advise you to go to http://update.microsoft.com and keep your Windows up to date.
Then scan your PC for viruses and malware.
If it really is a genuine error message of Windows, then open the Control Panel and open "Networking".
Right click on your LAN-Network icon and choose "settings".
Double klick "Internet Protocol TCP/IP" and choose to set the IP Adress automatically. Do this with the DNS as well.
If you need a statically entered IP Adress, your ISP provider will tell you.

Check your IP setting - go to Network Connections / select your connection / Properties and select the Internet Protocol(TCP/IP) line then properties - make sure Obtain IP address automatically is selected.
Then close it all up.
Then select the Network connection with Right Hand Mouse and disable - then enable. It should release the old IP address and request a new one.

If you are in a network environment of an office then contact with your network administrator immediately.
If you are the network administrator then check the ip address of your computer and check if there is another computer with the same ip address. Change either your or the other computers IP address and your problem will be solved.

Make sure that your PC is set to automatically determine your IP settings; it will get an address using DHCP from your provider.
If you still get these errors, you will need to call your ISP tech support so they can correct the problem upstream from you.

Try this
Click Start, RUN
type COMMAND in the run box click OK.
When commnad prompt appears, type
ipconfig /release
hit enter
then type
ipconfig /renew
hit enter
