Does she glaze over at the dog's house with star's in her eyes? Does she follow him around? Does she meow at him in a singing tone? Does she sigh deeply when she looks out of the window? I'd say she is in love. It is possible to love another of a different species. This is a different time and age and we pet Mom and Dad's must be open minded. It is better in the long run for our pets not to know the prejudice minded actions of their parents.

I don't think that's possible. Unless the cat is an older female and the dog is a young puppy, she might be trying to mother the dog

Love is an emotion that is basically tied to humans. Your cat will not "fall in love" with the neighbors dog.

She comes in late at night with no explanation. Her fur is a mess. She smells like cheap booze and perfume. She'll even start writing her name different ways, you know ... Mrs. Kitty Pooch, Kitty Pooch, K. T. Pooch!
