Since the TJ Wrangler has coils all the way around lift blocks and drop shackles aren't used at all. You can use coil spacers for 1-2 inch lift but you might have to get new shocks. Some of the kits include them, especially the ones around $200. if you really want 3" then you could install 1" body lift also but that's a lot of work for 1".
I'd stick with the 2" kit because once you hit 3" you really should get a drop pitman arm to correct your steering.

I would avoid a body lift in general, and never use one in conjunction with a suspension lift. For $200.00 you won't have much luck finding a 3" lift of any kind, unless it's used (abused).
What's wrong with a body lift on a jeep? 3" is enough polyurethane to compress and cause body sway when going through corners. And this puts a lot of stress on the mounting bolts. You will also have to deal with the steering column, the shifter and any linkages, like the parking brake, needing to be moved or adjusted (sometimes sheet-metal needs to be trimmed). Most pros recommend one inch of body lift at most.
And, to top it off, after you've done all this work, your frame is still at the same height, so you don't really increase your clearance any. Hopefully I wasn't too confusing, good luck.

You can't do it for under $200 and have a safe vehicle. You will need to spend more than that to do it safely. Check out Quadratec.com for some ideas on prices.

Body lift and drop shackles. My 94 had 3 in body lift and an unknown drop shackle lift and it easily cleared 31s. But be warned. It will ride and handle like crap with little flex. If you will not take it 4 wheeling then go ahead and buy it, but if you want something that actually functions buy a suspension lift kit. they are expensive but well worth it. They have so much more flex and will not destroy your jeep like body lifts and shakle lifts would. Oh yeah don't go any more than 3-4 inches or you'll have to do something about the steering column.

Buy the 2" lifting blocks for the axles, then shim the body up 1".
