There is no normal ratio. Various types of concrete structure require differing amounts of rebar. There might be a rule of thumb so to speak for the type of project, but a slab will not require the same reinforcement as a column for instance.

There is code that governs this. The ratio is not as important as the arrangement. Code documents are available at a number of commercial sites that deal with the sale of code documents.

Concretes have little tensile strength, but a lot of compressive strength. Therefore, steel "re-bar" is used to provide tensile properties. The concrete "grabs" the bar and is load in compression at these points, which transfers the load to the bars to put them in tension.

Shigley has some examples of calculations of re-bar stress, given pier loads, etc.
