Serious intense exercise. Don't let him go on a strict diet, keep all the health foods in, keep the junk out. Get him into sports and stuff, or walking. If he can't do intense exercise, get him into walking. Like 20 minutes of walking every 6 hours a day would help. Every step counts. Fit in at least 10,000 steps a day and that's good enough. Get him to start off with 2000 or so, and gradually increase (pedometer). Then start bench pressing.., bench pressing focuses on the development of the pectoral or chest muscles.

He's overweight. Watch the diet and exercise!! Less sugar and carbohydrate intake. More fresh fruit and vegetables.

i think all of these are good suggestions. it may be a good idea to get advice from a doctor now because he's young. later on, the only option may become plastic surgery.

hormone replacement therapy, he's probably having unusually high estrogen in his body which is as we know it is for females...and that probably accounts for his breast development..

Cut out the sugar and fat in your diet as much as you can. Do exercise to strengthen your "pecs".
