Windows XP creates its first user account as 'administrator' and singns you in there by default. After that the admin can make new accounts and choose 'guest' or 'limited'.
You cannot upgrade your account from ltd to admin while you are logged in on an account with ltd privileges. You must be logged in as an administrator to make those changes.
Somewhere on your pc there must be an account with admin privileges. You should know which account it is and what the password is.
Contact the person who sold you the pc and explain the problem to them. They will talk you through how to log in to the default admin account.
But we can't tell you how to do it because we don't know the default admin password on your pc (we didn't install Windows and set the password) and trying to bypass that is hacking.
