The entries are posted days in advance for free at many websites. Here are the main ones for thoroughbred and standardbred racing.

I don't believe I have ever seen a harness races with only four starters though. The Northern California circut has many short fields and you may also try Philly and Penn for thoroughbreds.

Cannot see your point. 4 runner races are OK for Tote Places at certain tracks. Watch for 10 day records, before committing to hard cash. A little time spent, can bring large rewards.
