Not a whole lot you can do to block the sites.... If you have a firewall it would be possible to stop the program (most gambling sites run as their own program) from accessing the internet. With Windows XP firewall here's what to do to block a gambling site:
1. Click start menu
2. Click on "Control Panel" on the right half of the menu... This brings up a new window --
3. Click on "Network and Internet Connections"
4. at the bottom of the new page you will see a little brick wall with a globe behind it that says "Windows Firewall" - click on that
5. a new window comes up - click on the tab at the top of the window that says "Exceptions"
6. find any gambling websites that are "allowed" to connect to the internet and uncheck the box next to them.

This will make it so a gambling program will not be able to connect to the gambling site's server - making it useless. However, unless you have administrative control over your computer the person you are trying to block could just as easily switch it back and make it able to connect again. But - if they don't know much about computers they might not know how to do this.

Good luck.
