If you get yourself a small tin of PVA adhesive (similar to the white glue kids use at school, apply it with a paint brush over the blue bits and it will seal it. You can then paint over the top with any immulsion paint and it wont show through - you might have to give it more than 2 coats though. If you dont put PVA on it you will never stop it showing through - Happy Painting! ;-)

You need a good quality white emulsion and i would paint a few coats of white just on the blue border to begin with leaving it to dry completely between coats then finish of with a coat or two over the whole wall. Dark colours can be a pain to cover over but with a bit of patience and hard work it will eventually cover.

Use a flat, medium gray, interior base coat to cover the affected area. Using the flat rather than satin or semi-gloss is important in this first step. If it's an option, paint all affected walls in their entrety. If not, then paining just the affected area is fine. Then paint with your choice of white finshes, even the lesser expensive products will work over flat gray. If you can't find flat gray, most retailers can tint the paint for you. This works on any dark, hard to cover, paint colors including blacks, reds, blues and purples.

you would need to use an undercoat kind of paint first and use the best quality under coat paint that you can afford.... do yourself a favour and DO NOT be stingy and buy the cheapest undercoat...I once did and I had to do about 7 under coats (the wall was bright RED!!!) what a mission...if you buy a good quality under coat layer - you should only need one or two coats and then you can paint over in white and you won't see the blue at all.

Try using Kilz brand paint. You can get it at Wal*Mart and most hardware stores. It can be tinted to whatever color you want. It's very thick and I have covered RED walls with a single coat.

you need to prime it first with a stainblocker/sealer..Kilz 2 or 123 made by Zinnser is a good one..Need a stainblocker so the blue doesn't bleed thru..Then you can paint whatever color you want to! Good Luck
