Can anyone tell me why there are blue strobe lights on outside oil refineries in CA when they are operating?

I have never noticed them until this trip out here to work in which I have been doing a lot of work in the Simi Valley area.

No, that's classified. But if they turn yellow or red, leave the area.

Strobe lights are to warn aircraft away. Perhaps their blue to signify hazzardous material?
