Slipcovers make worn furniture look good for pennies compared to buying new furniture. You can make wall-hangings out of almost anything. Check second-hand stores for paintings and and other cheap artwork.

Clean the house up, fix any wall holes and paint.
Those are the most effective with a small budget.
More budget, do more things.
* Curb appeal is the next sales target.
* Then kitchen and bathroom appearance.
