How about an answer from a muslim? Yes you can have a dog and you can touch it. Islam actually encourages people to have guard dogs, but is against dogs as pets. It is not a major sin to have a pet dog, but not desirable.

I've heard that its ok if you touch their neck because they dont lick their neck, like there is no saliva in there. I am not 100% so don't take this as a advice

That saying is based on a hadith.And cannot be said to be 100% authentic.
Many muslims have dogs, muslims used hunting dogs back in the days.
However, muslims must clean themselves after being in contact with dogs(that sud go 4 otha pets aswell).Coz they got fleas, can smell sometimes, saliva, etc.

Sure we can touch dogs. I love dogs! :) BUT if the dog's saliva gets on our clothing then we must change clothing. If it gets on our skin then we must make Wudu (ablution). We are not permitted to have dogs as pets because there is a saying by the Prophet Muhammad(saws) that says angels do not enter the house where there are figures and dogs. Secondly, it would be too difficult in regards to keeping ourselves pure as I mentioned above. But one can have a dog outside as a guard dog.

In Islam, there are two Mughalazah (heavy) najis (waste, impurities; cannot find a very suitable meaning), which are dogs and pigs. Any part of them cannot be eaten or touched, as to what i believe, although there is a ruling that we can touch dogs, but not their saliva or any 'wet' fluids from them (urine, wastes, bile, etc.). If a muslim touches it, he will have to purify himself since his Salat will not be accepted if he is stained with Najis, and to purify from a mughalazah najis is by washing the parts 7 times with pure water and sand (or earth). This is actually scientifically proven to eliminate most harmful bacteria from the i.e. saliva of a dog, compared to soaps and other detergents.

It is perfectly ok for Muslims to touch dogs so as long as there is no impurity or saliva on them, if there is then it is not permissable to touch that portion, The reason is that because dogs sometime lick their genitals and tend to nibble on their crap sometimes when they are looking for food, this renders their saliva to be impure, so Muslims can touch dogs.
