This is a question that GW Bush And Tony Blair Amongst others such as Putin And The chinese government have been pondering for a while now. And amongst them they came up with WAR. China decided on setting up a harvestation of human organs such as kidneys and hearts, I think they call it jail, until they can execute prisoners and sell the organs. They also have a one child per family policy. Russia decided on war in the caucases.
To minimise population growth there is also another method which is currently being tried out in Great Britain where young couples can't afford a place to buy to live so hold off on having kids until they are either too late or dead.
You see there are many ways.
And i haven't even mentioned water depravation yet.

Sex education is a great place to start. Use of birth control mechanisms will help tremendously, but it'll still be made up for by several cultures who believe in having large families.

Chief among these is the hispanic culture. Living in Texas, I see it every day: a hispanic family with 5 kids walking through the grocery store is a COMMON sight. African American and White families rarely ever have that kind of emphasis on having so many kids - usually they have no more than three, in most cases only one or two.

Personally, I like what China did there - put a cap on the number of kids you can have. Although I think I'd suggest drawing the line at how many of each GENDER you can have. When you have a child, you should love it regardless of whether it's male or female. Of course, putting a cap on the number of kids a family can have will lead to lots of problems (i.e. how do you enforce that without violating the constitution?), so for now our best bet is to use the power of education and media to influence our culture so that having a ton of kids isn't really an "in" thing.

1.barrier method:the use of condoms,diaphragms,cervical caps during prevent the entry of sperms into the female genital tracts.
2.chemical methods:the use of certain drugs in from of oral or vaginal pills does not allow the sperms to fuse with the female gonad(ova).
3.the use of intrauterine contraceptive devices where a copper t is placed in the uterus of a female by a skilled doctor.
4.surgical methods:a small portion of the fallopian tube or the Vas defernas is cut or tied.

an ignorant mind is the worst enemy at the moment. there seems to be a negative correlation between edcation and number of children, take for instance the situation in Africa, the less educated the more the children one has.
