If you just got the burn, pouring or submerging the area that has been burnt in very cold water (preferable ice water or putting an ice pack on it is even better) will help reducing the burn.
That is because the ice or cold water will immediately cool down the area and will slow down the flow of blood to the affected area slowing down the spread of the effect of the burn on the tissues.
If the burn was not cooled immediately applying cold water or ice may help in giving temporary relief to the affected area.

It helps because the skin underneath tends to hold the heat and kee[ burning. Think of what happens to a hard boiled egg, the inside keeps cooking for long after removing it from the pot.
So use the cold water immediately to stop the burn from going deeper.

best thing for a burn from nature, right when it happens, is either green pepper juice or onion juice. both have chemcials in them that are great for burns, inflamation and to reduce swelling.
I worked in the pizza industry for almost 9 yrs and it was a well known trick. Burn your fingers on the over, spin around and grab a handfull of peppers or onions. In less than a minute the pain is gone and within 6 hrs the burn is gone without blistering.

Yes running cold water helps and stops your skin from burning any further. It is also soothing.

cool water does help soothe the pain especially if its just a burned finger, but if the burn is more than minor, medical attention should be sought.

it helps to stop the action of burning further, but you need to get some benzocain or something to help with the topical pain after you get the burning to stop in the tissues.
