Some of the answers people have listed here are quite scary. As a hair professional, I ask you not to try any of those. The best way to help aide your hair in growth is to massage the scalp with the pads of your fingers. This encourages blood flow to the scalp, not to mention it feels wonderful. Prenatal vitamins also include a lot of what helps obtain healthier skin, nails, and hair. Even if you're male, you can benefit. If you have a lot of breakage on your hair, while attempting to grow it out, try the following. Be sure to nip just the very tips of your hair each month--this will not interfere with the 1/2 inch your hair naturally grows each month but does help with breakage. Also consider purchasing a natural bristle hair brush. This helps distribute the hair oils evenly, rather than the ends feeling dry. Watch for breakage also. One thing that a lot of people aren't aware of is store bought shampoos and conditioners contain mostly a detergeant formula. You can actually remove stains from clothing with it--hence the reason you should never wash your hair with something so abrasive. When I was in cosmetology school, a former chemist who works for Redken presently came to my school and told us the answer regarding the issue you have. Your best bet is to purchase a thick shampoo, such as Tigi BedHead Moisture Maniac, as well as the conditioner. To help with a dry scalp, mix a headache powder, like Standback or BC, in with the shampoo. Be sure to emulsify the shampoo in your fingers, working it into the scalp only. Then take the rest of the hair and transfer the suds from your scalp, to the rest of the hair. Rinse, shampoo again. When applying conditioner, work it in from the ends, to the root--the opposite as you would do with a shampoo. Leave on for 3-5 minutes, and rinse with cold water. Using cooler to cold water helps seal the cuticle of the hair giving it a nice shiny gloss. There's no need to avoid blow drying, as others have proclaimed. Just purchase a cold setting hair dryer--a lot of hair dryers now have the setting come standard, along with the warm and hot settings. Again, to seal the cuticle of the hair, keep the nozzle of the dryer pointed downwards and not right on the hair shaft. One thing I've seen people do that makes me cringe a bit is whenever a person towel dries their hair, they frisk it instead of blotting it dry. Hair condition goes beyond shampoo and conditioner--it also depends on how you treat your hair. I've managed to stick to a tight regime which has helped grow my hair out to the small of my back, but like you, before I had very dry hair. Simple things really can make a difference.

I found that when I started eating healthier, my hair started growing slightly faster than usual. Also, using GOOD salon-quality products can make your hair remain healthy. When your hair is healthy, it will be able to grow better. When it's damaged, it will break and split. Get frequent trims, drink plenty of water, put your hair into a ponytail on top of your head when sleeping, don't fry it with a blowdryer or irons, and DON'T use junky products from the grocery or drug stores. 99% of them are full of waxes and detergents that can either coat your hair and make it break, or strip your hair and also make it break! No using those "horse shampoos", either. They are just regular shampoos that are filled with wax. Bad-bad-bad for your hair!

You need a good shampoo and conditioner to keep your hair moisturized and try to stay away from hair products that contain alcohol if possible. Also, vitamins really help. Nature's Bounty makes a Hair, Skin and Nails vitamin that makes my hair grow so fast sometimes I have to stop taking it to keep my relaxer from growing out too fast.

gently tugging at your hair all over at the roots will shock the follicles a little bit and encourage faster growth, but I'm not sure how much noticeably faster.
