If it is Latex primer easy just damp cloth will do the trick!
Now if it is lacquer/enamel then you have to use thinner and scrub it with clean cloth,Be careful some people damaged the glass by doing it. Be patient if there iis a lot of area covered or your talking of a whole house wth windows stained you;ve got to have the patience of Job to do it. Good luck!!!

a.) Check with your local home improvement store and ask for a paint solvent to remove paint from glass.
or
b.) Try nail polish remover. The acetone in it is pretty good at removing stuff.
Be careful with any chemicals and read all labels before using.

Get a razor blade scraper. They are cheap little things that hold a single edge razor blade, and just scrape it off. These are real handy for getting stickers off windows, too.
