non-pilot personnel? is it possible to be an officer in the air force without being a pilot? to me, its like being a marine without being trained in infantry maneuvers

No not all officers are pilots. As far as the percentage your looking for I don't have an exact quote for you, but It's less than 5%. The Air Force is a lot more than just planes. For example I was in the electronics field, and worked on a mobile radar system. Hope this answers your question!!!
Flight rated doesn't mean that they are pilots.

you actually have to compete for a slot to become any type of pilot actually, only 1 in 10 officers are pilots. The admin support, maintenance, security, pay, training.

different philosophies, Air Force as majority is to support the pilots and the other services with Air Support. Marines are infantry first hence everyone gets infantry training, army is trying to move towards that philosophy

The answer is no: there are many areas that require officers in the air force that are not pilots.

there are only so many aircraft in the air forces fleet. even if you required at least 3 total aircrews for each aircraft, you would still not have more than 10,000 personnel as pilots.

Officers are required as managers for maintenance, logistics, medicine, and personnel functions, just as White collar managers are required in any commercial venture.

About 20% of air force officers are flight rated.
