you can, but that will not grant you permission to stay if your request as asylum seeker fails ... unless you are illegal, then immigration will catch you when you apply for marriage licence. yeas, you have to have one to get married.

Not legally, unless the asylum seeker has obtained a marriage visa. In order to get such a visa, both parties must show evidence... full evidence that they are not married and must show full evidence that there is a relationship and that the relationship is not based upon using the marriage as a method to remain in the country.

No, because when you get married you need to show your passport.
Asylum seekers don't hold passports and/or if they have one, it has to be submitted to the Home Office.
If you haven't given you passport to the immigration officers don't do stupid things such as trying to get married as you'll get caught immediately and your asylum case can get refused.The register office will check your identity.
If you seek permission from HO they will refuse it. You can get married if Home Office grants you with indefinite leave to remain.

Do you have a Visa or are you awaiting your case to be heard? If you have a Visa, yes you can marry. Otherwise, you may have to seek permission from the Home Office. HTH : )
