God doesn't want what you don't have. Tithing is an Old Testament concept that I go by to give to God. The way I see it, I wouldn't have what I do have if God didn't give it to me in the first place. I didn't think I could afford 10% when I was first saved, but in that verse from Malichi posted above, God says to test Him on this. I did just that and I haven't been short or hungry or in need of anything. I've wanted things, of course, but I always want more than I can afford; who doesn't?
I've never been sorry when I trust God. I trust Him for everything.

The way the world got so mess up in the first place is by the very words you use in your question. You say, "this is what I heard someone say".
After all is said and done, what you have left after taxes and responsibilities to the government, that is what you are required by the Word of God to give as a tithing to the church where you are feed the Bread of Life and Living Water.
That's what God wants from us. He will then multiply it many times over as a blessing for doing through faith His Will.><>

Though your church may need your money, God does not. Do you think if everyone stopped giving money to the church that God would hang out a closed sign. No, the true church of God will last forever.

Tithing is a Bblical principle Mal.3:8 tithe is also based on trust and building your relationship with him do you trust a thief you cannot afford not to tithe test God and do it and see will he not open the floodgates of heaven for you you have to be a christian to reap benefits though the Bible also says seek ye first the kingdom of God and all other things shall be added unto you if you don't take care of God's house first He will not bless you the way He wants to if you don't tithe you are cursed with a curse read it for yourself

Yeah, this is one of those principles that gets run through the wringer and comes out all wrong.
Tithing (10% of increase) is a very simple concept. But, there is always someone that thinks that they know a better way to position the concept so that we idiots will be able to understand it better. And, what better way to position this concept than to present the rigid idea that God has some sort of advanced accounting system to get us in the end: "a-HA, vile infidel! You gave me of your net, not your gross. To hell with you!"
Personally, I believe that a tithing consists of paying on the gross, pre-tax, because God didn't come up with our progressive tax system, we did. But, hey, that's me. I wouldn't pretend to declare what God is going to do or not do to someone else because of their rationale.

Worry about shining your light first, and then listen to your heart for the level of charity to be given. Many churches today are money hungry and miss the true mark of good. Be wise and pray for guidance. Some can’t afford to give, but are a pillar in the church.

There are many ways to give: Give money, give time or give of your talents. If you’re bedridden and can’t give time or money, you can still pray for people. Everybody has something to offer, not necessarily money.
I’d be wary of any church that is making that kind of fanatical demands, not taking into consideration the situations of their people. Something doesn’t seem quite right there. Where is the compassion for the people going through financial hardships? We are not supposed to give out of obligation, but from the heart with joy.

God tells us to give 10% of our first fruits. We are to give Him our everything. By giving 10% (not to a church to where God tells you) you show God that you realize that He gives you everything and that He will provide.

Tithing is in the bible.
God says to give unto him and he shall multiply it when it comes back to you.
Think of it like this: You go to work and sit in the break area all day, should the company pay you for that?
Say you go to work and work hard all week, is it fair if the company doesn't pay you?
Basically it is the same concept, you get what you put in.
