I saw someone cheating on the SAT. He was sitting next to me and he had his cellphone underneath his desk and he kept texting someone. I am absolutely positive that he had his cell. I didn't report it at the time because when I walked out of the classroom he was right behind me and he was kind of a scary looking guy. Should I report it and if so how ?

well, i guess you're in a difficult situation because everyone's giving you advice from two angles... truthfully i'ld like you to think whether it's worth it trying to expose his nonsense--whether it may hinder you from focusing on what you have to do now or something else... how about telling your best friend or your family if you're close to them--see how they feel about the issue... if you decide to report, you need to have some proof too, you know? so it won't be simple... but i can assure you that sooner or later he will be found out and he'll get what he deserves :)
talk to the person whom you always share your thoughts with and make sure you think of all the possibilities before you decide whether you should persue this case or not... gd luck :)

Go to Your school counselors and let them know and if they do something in enough time they can go to his sent texts and see if he was really cheating.

What's the point? If he does this now, he will continue to do it throughout life and it will catch up. Move on.
