Tell him "biblically"? I take it to give references which your friend will find encouraging, affirming his growth and self.
Advise him to start reading Psalms and Proverbs.

Show him in the Bible how we must obey God as ruler rather than men and how our own hearts are deceptive and cannot be trusted. Ask him if he agrees--and why or why not. That will help you to know where to go from there.

Tell them to fabricate a being in their mind first, and call it "God." Then get them to believe that fabrication can punish them. It is seriously delusional, but that is the traditional way.
