no thats not true but you need to have the type of battery compatible with the type of chargers. NI-Cd and NI-MH have different charging requirements therefore using different charger that is not compatible will degrade the capacity of the battery. companies just want you to charge their battery on their chargers because they want the money. a 15 min NiMH charger from duracell can charge a 15min rechargable NiMH from energizer under normal operations. feel free to buy the cheaper brand (but i dont suggest on buying $5 chargers ok?)

I consider John ok's answer, confirm which you recharge re-chargeable only batteries and not usual one time use batteries. steer away from NiCd as the form of battery can enhance a reminiscence over the years and would not final as long as NiMH

Not necessary. You do need to know the type of battery, and whether the charger is suitable for batteries of that type (Ni-Cd, NiMH, etc.).

You CAN mix and match manufacturers. Be careful of the chemistry though!
If your charger is for nickel metal hydride batteries (NiMH), you CAN charge nickel cadmium (NiCd) as well as NiMH.
If your charger is for NiCd batteries, it can ONLY be used with NiCd batteries.
If your charger is for lithium ion (Li-ion), it can ONLY be used with Li-ion batteries
