I adopted a one year old female Toy Fox Terrier last Thursday. She has always peed in the potty pad, however, she has only once pooped in the potty pad. The other times she has pooped outside the box which contains the potty pad. She always waits until I am not around to do her business so I cannot correct her. I live in Northern Illinois and there has been below freezing temperature here so when I have tried to walk her outside to eliminate she just wants to go back inside.

I'm not joking, but get a bigger box or bigger pads.
As you know dogs turn around so they can't "aim".

I would encourage getting her to go outside.
Put booties on her so her paws don't get cold.
Also, before you go out have her sit... wait...
take her paw and scratch the door.
Stay out there until she does her business and praise her a lot so she knows she did a good thing.

She'll eventually figure out that when she needs to do things...
she'll go to the door and will let you know.

Put the potty pads around the outside of the box as well as in the box..
