this problem. What do think are my limits of rights. The cat's are not outdoors, but indoors in the apartment and the manager says that no one has complained. What would you do and how to go about it? My town doesn't have animal control agency (I'm in boonville nowhere USA).

The cat is not in heat. it's an older cat probably of 5/6 years. I live out in the country and there's no animal control agency. Ear plugs has been my friends. I spoke to the neighbor and she doesn't care what I think. She hates me because I investigate animal cruelty cases. She's not denying her cat attention or abusing it so that's been ruled out. It just meows loudly and constantly.

Get a tape recorder and record the real-to-life sound of a BIG dog barking: "Woof-woof-woof-woof." Sit up one night (you have to do this. When you hear your neighbor's cat meow-meowing, turn on the tape of the dog barking "woof-woof-woof" REAL LOUD so the cat is sure to hear it. I bet you the cat will immediately stop meowing! If for some reason it begins to meow again, turn on the tape "woof-woof-woof." The cat will think there is a doggie nearby and will NOT want to attract attention to itself. So, he or she will keep QUIET!

. suggest to your neighbors they have their cats fixed. cats go nutso and drive ya CRAZY when they are in heat. if it's bothering you so much, it's gotta be driving them crazy also. mention it to them tho. they may not know why their cats are acting like weirdies. good luck. maybe you could get some ear plugs until they FIX the problem. the only other thing i know to do is call the police and have them come out and have a chat with your neighbors. there is a city ordinance that prohibits excessive noise. and if that doesn't work....get a great big loud barking dog from a friend or someone ya know and let them see how it feels to have to listen to all of that yowling. poor you. i hope this helps.

Your neighbor might be as clueless as you are, on what to do about the cat meowing at night. Cats'll do it for many different reasons. Boredom, confusion, contentment, etc. I'm fostering a cat right now, that meows for no apparent reason. She has been better though, as she doesn't meow loudly at night now that I have her in my bedroom with me at night. Maybe your neighbor could try to put the cat in her bedroom with her at night, if she allows the cat run of the house, or if she's enclosed in a room alone at night.

Your apartment must have VERY thin walls if you hear her cat through them. What happens when you play music, or they have the TV up loud?
I would move to a place that has better sound proofing in the walls.
A cat meowing should not be able to heard in the next apartment.

is the cat being looked after properly? it must be bored if it meows all night long. You could try and call the local council/office for your area and report it.
Try talkin to the people again and explain to them how much it bothers you. If they take no notice then notify the council.

Does your city have a noise ordinance? Or you can file civil suit. Youre pretty screwed honestly. You do animal cruelty, you should know that. Not trying to be mean.

One or more of the cats are probably in heat. Sorry to hear about this. Have you tried to talk to your neighbor about it?

its because they are hungry , maybe your neighbour does not feed them often..complain to the authorities
