Our dove is two months old. He exercises his wings (outside of his cage) but doesn't seem "keen" on the flying yet. Should we help? Thanks!

No. Do not help him. You could hurt him. Maybe he has no reason to fly. He will fly when he's ready.
I have a flight cage (13 x 8 x 8) with a couple of dozen doves. I've noticed that some babies fly as early as 3 weeks while others hop and climb the branches using their wings, but don't actually fly for a couple of months.
Just wait it out. If you do "help" him, try putting him on a coffee table, then moving a couple of feet away and hold your hand out for him to come to you.
Please no tossing or throwing him. You'll traumatize him.

Completely depends on the bird... Just like humans! 3-4 months is average and the fact that he is flapping is a good sign that his instincts are kicking in. If he was wild he would have already fledged but captive doves are later bloomers. My coo birds prefer walking around on the ground to flying long distances any day. If you are going to keep him as a pet I would suggest hand training him now. Practice the "sitting on the finger" move. Also placing him at progressively higher perches, but not forcing him off, will further encourage him if he doesn't have another dove to watch.
