It really depends on why you're declining. Like do you want to continue the relationship but just aren't ready for marriage? Or do you want out altogether. If you just aren't ready for marriage, then be honest, say 'I'm not ready' or 'the idea of marriage is really frightening to me right now.' If you want out altogether then that's a different story. But I really believe that being honest is the best policy. Good luck!

Honestly, that's how you do it. If you're not ready for marriage, then that's your answer. If you don't feel that this is the right person for you, then that's your answer. Don't tell someone that it might be possible if there's no way in your mind you can ever see yourself married to this person. And yes, you're going to hurt the other person, there's no way to do this without hurting someone, but don't compound hurting someone with stringing them along and making promises you don't intend to keep. Tell him though you are flattered by him wanting to make that big of a committment to you that you just are not ready to take that step. If he loves you he will wait. If not then you saved yourself from something that wouldve ended on a bad note anyways. Good luck and hope things go well for you.

say that you are deeply flattered by the proposal but you are not ready for that kind of commitment at this time. that you love the person very much but you are not ready. if you never want to be married then you have to say so. you never want to lead a person on so don't say you'll think about it it's not fair to the other person and you would never want someone to do that to you.

Just don't take the ring. The moment you take it, even with the "fine print" that you'll think about it or what not... you're in. And you will struggle for a very, very long time trying to get back out.

There is no way to not hurt his feelings but you should try to be as gentle as possible
Make sure to thank him and let him know that how much you care for him but that you are not ready for that kind of commitment
