If you wanted to cross the border from the United States to Canada, Can you use your health insurence card to enter?

You're supposed to have a photo ID, but I crossed last year w/o one. I was in a car load of people with IDs, that may have helped.

A health insurance card only proves that you have health insurance. It doesn't testify as to your citizenship (anyone can buy health insurance, whether they are citizens or not) and you need proof of citizenship to cross into Canada and, more importantly for you, to get back across the border into the US.
So, sorry, but the answer is no.

Traveling by air, you'll haved to have a valid passport as of 01 January 2007. Both to get into Canada, and to return to the US.

Traveling by land,sea, or other means will require you to have a valid passport as of 01 January 2008. Both to enter Canada and to return to the US.

Regardless of when (or how) you travel, you MUST produce a valid photo identification (the only two possibilities are passport or current driver's licence - assuming it has a photo on it) AND proof of citizenship (birth certificate, valid passport, and/or naturalization papers - a "green card" is NOT proof of citizenship, it only allows you to work in the US).

No, you need to provide proof of citizenship. Proof of citizenship would be such things as a birth certificate or a naturalization certificate. Permanent residents would use their green card. Some form of photo ID is usually recommended also.

At the Windsor/Detroit border, a birth certificate and a driver's license is the most common form of ID used.

No, YOU DO NOT need a passport to enter Canada by LAND until Jan. 2008. Go to travel.state.com to read the regulations for yourself. And YES, you do need a birth certificate and picture I.D.

After the first week of January you will need a pass port.
