I like this guy, and i think he likes me back. But, now i dont know what to do. should i talk to him or let him talk to me first?

You can just say "Hi" as he walks by and if he says "Hi" back that is good. And then you can talk about nothing type of things like the weather of the day, or if you are in school you can talk about what classes you and he are taking, What jobs you both have, there are many things you can talk about.
He may not have talked to you because he does not know what to say and is a bit shy. So, give it a try, but don't talk about how much you like him. It might scare him off, just be friends first.

Talk to him; see if there's any chemistry between you.
Try and actually figure out if he's someone you'd like to spend time with. If not, guess what? There's other guys out there.
