I drink about every weekend or two, usually hard liquor compromising of 8-10 shots of vodka or something similar. Will this hurt my mile time?

Drinking, in general, will not hurt your running time. However, drinking the wrong kind of alcohol or the wrong way can. For example, it sounds like you're a binge drinker, something that will dehydrate you and make it harder to perform at your peak. Secondly, it sounds like you're solely drinking hard liquor, which can be another poor decision running-wise. Really, the only 'good' alcohol anyone can consume, is wine, and there have been studies conducted that show a glass of wine with dinner daily (red is better than white) will actually help your heart and prevent certain cardiovascular diseases.
All this being said, the above information applies only if you are performing in the upper echelons of road racing, cross country or track events; at the provincial, state, or national level. Having had personal experience at these levels, I can attest to the effects alcohol has on overall running performance. The best runners consume little alcohol (though they do consume some, just not as frequently). In short, if you're going to binge drink, try to cut the 8-10 shots in half. It sounds crazy now, but if you're serious about running, it is certainly a worthwhile sacrifice as you will find yourself with more energy for your long weekend runs, helping you get back into your rhythm on monday feeling less drained. Hope I've been a help.
