GOD! I hate those guys who are friendly and polite! Why don't they just a girl's ***, and wink?
Seriously, they might like you, but more likely, they are being polite, and friendly. Would you rather they just walk away without saying bye?

well sometimes they just hi or something and then bye even if they dont really know you or if you dont know them, just say hi back and it wont be so strange also sometimes when there with there friends they just do that kinda thing or maybe they like you.

You must be hot, say hi and bye to them and stare at them while you are doing it so they have the chance to say something else. Pause a moment and really see them.

Staring could have several meanings...might think you look familiar, might find you attractive, might be daydreaming, etc. Or, no meaning at all...for some reason, you may have just caught their eye or attention.
