In my experience, male cockatiels don't like being petted on the back, even when they are very tame otherwise. Females are okay with it, when they are tame enough. Most of them like their head feathers fluffed. Some of them like you to lift a wing slightly and blow under it.

the process of getting a Cockatiel to be comfortable with the human host takes time,hand feed and spending time with them helps a lot,if you grab him and he bites he or she is feeling threatened.To start with hold your arm or finger in front of the bird eventually he will climb on ,be patient hope this helps

It depends on how long you have had him/her, If it bites, take the Cockatiel to a training center, you'll manage.

my cockatiel's bite is so gentle that u can hardly feel it. but he doesn't like me rubbing. my budgie hates pats and when u do pat it, it bites hard. some birds don't agree with patting so just don't pat.

He is trying to tell you, not to pet him. You might be stroking or petting to hard.
