Nothing fancy is needed.
Just load the picture in MS Paint (if you are a Windows user) select the box tool and drag it over how big you want the picture. Go to Edit->Copy, and then start a new picture. Then, hit paste, and it should be good to go.
If the picture has whitespace on the sides, find out how much space the picture is taking (by moving the mouse, you can see the pixel grid position in the right hand bottom corner.) Go the bottom of the picture you want and take the number. Go to Image, Attributes, and then enter the first number as the width and the second number as the height. Then, just save it, and it should be done!

Depends on which program you are using....It is usually a thing that looks like 2 L's Tipped over or 2 7's Tipped.

paste pic on screen in paint mode
use the crop square
cut
copy on new screen
add border

I use a Kodak photo program that I bought. There are alot of photo shop programs you can buy that are very user friendly. Believe me, I know.

You can do that in Adobe Photoshop. If you dont have that, you can do it in MS Paint, which comes with windows, just select the rectangle with dotted lines, and drag it around the part you want to cut out....then just go to "edit" and "cut".
