I have a friend like that, and I've learned to try and not get my hopes up, because he always bails out at the last minute, too. But he's just a friend, so it's not as bad as a potential boyfriend.

If this guy is a potential boyfriend, then I think you should tell him that if he really wants to hang out with you, then he should start doing it. If he bails on you again, I would not see him anymore. You don't want that in a boyfriend. Or in a friend, for that matter.
