no it doesn't matter who says it first. just be prepared for the response. someone has to make the first move. but,, not everyone is ready to say it. rely on your instincts and be honest . if you wait for someone else to say it you might be waiting a while. some people have a problem saying those wordsa. it doesn't mean they don't fell it. go with yiour instincts and pay attention to the unspoken signs.. words are just words unless there is real emotion and action behind them.

I don't think it matters who says I love you because after it is said once it is said all the time. If you think it's too soon to say it, then say it when you are ready. Things like that can't really be planned. Sometimes it just comes natural. People love to hear I love you, theres nothing wrong with who says it first.

personally i dont feel it should matter at all i mean if thats the way you feel let it b known take note just because someone tells you that they love you doesnt mean you need to respond in the same manner especially if thats not the way you really feel

most people will say that it does not matter who says it first but call me old-fashioned but i will wait for the guy to say it first. This may not apply to all the guys out there but i know most of them will not say 'i love you' unless they really love the gal and i think they really mean it when they utter those words...i guess i need to know that before i say those words myself.

The phrase is mostly just an empty hello or goodbye ritual that, again, is essentially empty(most of the time). It is only a matter of who feels like it is time to begin the empty ritual first...
