I have a spare, finished room in the basement. The basement is completely dry, so I'm doing large sticky tiles over it. However, I used concrete crack filler to fill in very thin cracks on the floor. I didn't trowel or flatten all of it right away and now in certain areas there are small clumps of concrete crack filler that is hard as a rock and I don't know how to flatten it. Any suggestions???

A concrete grinder from a hire shop will make the job easy, various sizes from e.g.

smack them with a hammer then sand the buggers, in other words use the tools of gentle persuasion and gentle abrasion
