The "characteristics of a not so good person" can be taken differently. I'll just answer what first popped in my head, which may or not be the answer you're looking for.
According to the Bible the "characteristics of a not so good person" can be anyone that is seperated from God or lost in their sin.

Even bad people can be transformed in time, and act like Jesus, we all have the ability to change, that's why God loves us all the same.
Satan is bad....
Good people may act out, when things aren't going so good, sometimes it's kinda hard thing to do, being judgemental.

one who does not take time to calculate the consequences of his actions and then act appropriatelt not being otu of sync with the harmony of others. One who does not care about others harmony whether they take it into consideration or not has bad charactor as does the one who does not see it. I call them red necks
