Paul was most likely writing from being held prisoner in Rome.

Philippians 1:12 I want you to know, brothers, that what has happened to me has really served to advance the gospel, 13 so that it has become known throughout the whole imperial guard and to all the rest that my imprisonment is for Christ.

The imperial guard is the Roman guard that protected Caesar

Paul had started a church in Philipi and was writing to them, to encourage them to remain faithful even though they may be going through a time of suffering. Paul was writing from a prison in Rome where he was waiting to be crucified upside down. Paul was telling the christians in Philippi that despite their suffering God's Grace was sufficient for them.

The entire Book of Philippians was written to the Philippian Christians. It was written by Paul as a thank you letter to the Philippians for their love and concern for him before he came to Philippi in person. They had sent gifts unto him to help support his ministry. They had sent money unto him while he was in confinement in Rome, as well as when he was on the road spreading the gospel. The letter to the Philippians was the most personal letter ever written by Paul unto any part of the Church.
