should i is it healthy for him i dont want to train him outside since he is still 8 weeks old and he is too small and it really cold up here in rhode island so what do you say

You can train a dog to "go" wherever and whenever you choose. This is how:

You must be able to predict when the dog is about to have a bowel movement. Generally, a dog will do this shortly after a meal, and after light exercise. So, feed your pup, play a short time, and be ready to take him to the chosen "go" spot as soon as he shows signs of looking for a place, or starts to squat. Place him in the "go" spot, (if you teach to "go" on command, this is where you would give the command to "go". Of course, the dog will "go", he has no choice at this point. When he does, praise him well. Give him a treat. Do a victory dance, and prepare to do it all over again next time he has to "go".
It may take a few sessions, but its important to be vigilant, and not miss your "cue".

As for the kitty litter, check into the health concerns for your pup before using it. You can buy training pads to place on the floor, which are easily disposed of daily.

8 weeks old is not too young to start working on it. If you take the pup out first thing in the morning, a few minutes after each feeding, right before bed, and anytime he starts making those tight little circles they normally do right before going potty, he will get his business done quickly and won't be in the cold very long at all. At that age abundant praise each time he potties outside is all that's needed. Make sure to stay outside with them. Though I've heard many say pugs are hard to houstrian, I've owned 3 and never had a problem, nor have any of the numerous pug people I personally know.

Wee Wee Pads are a good alternative. My pug is trained on the pads and it is pretty successful unless we accidentially forget to put one down. There is a box training available for dogs especially. Check at local pet stores.

You can chose to train a dog to use a litter box but you must buy dog litter. There is a difference. The cat litter can cause problems for your dog...like respiratory, infections, get in theirs eyes..they have a different make up them than cats so there is specific litter for the two animals!

Train your dog to go outside where they should. He/she can handle the cold for the few minutes needed to go. You train a puppy to do the things you want the dog to do. Going in the house is not one of them.

cat litter is 4 cats, get a little plot of fake or real grass and keep it in ur bathroom or something and train him to use that

It's better if you train him to go on wee wee pads.
