i just turned 18 ..so i have to start paying taxes, right? but i dont have a job, never had one..so im very confused. do i have to pay taxes even when im not employed?
i live with my mom and the only $ i get is what ever she wants to give me ^.^

If you have no income (other than what your mom gives you), then no, you don't have to file taxes. It doesn't have anything to do with your age. If you were 12 but had a job making enough, you'd have to file. If you were 50 but didn't have income above a very low amount, you wouldn't.

Note that income isn't just wages, also includes other things like interest on savings accounts or bonds, or profits from sale of assets. It doesn't sound like you have that though.

You can only pay taxes if you make money. If you are an earner you are required to have taxes deducted out of your pay. Only if you underpay do you ever have to pay any money to the IRS. If you overpay that comes back to you. Full time students get all of their deductions back.

You are not required to file taxes if you have never had a wage earning job.
